Payment systems for eBay other than PayPal?

Who has experience buying an item on eBay using a payment system other than PayPal (eg Moneybookers)? Should the seller of goods have an account in this payment system?
I am from Belarus and PayPal is not supported here. There is a workaround, but the likelihood that the account will not be blocked later and they will not be asked to send a copy of the passport with a residence permit for confirmation is small.

many have their own sites where you can pay by card for example. Write to the seller, he wants to sell.

Well, for 3 months now I have made a bunch of visa virtual (from Qiwi 10 rubles a year) + linking to a paypal account (somewhere else 40 (I don’t remember)). Total 50 rubles and I freely buy on eBay, without transferring money as before through little-known desk services :)

I am also from Belarus. And as someone who has personally encountered this, I advise you - use the services of an intermediary to accept PayPal payments. There is no such payroll that fully works with RB. Plus, you still can’t officially show such income here.

I asked PayPal support about the fact that citizenship does not match the specified country: I.e. if I live in the country and have an address there, I can specify it in PayPal. True, I do not understand the process, how exactly they confirm the address. Do they send an email with an activation code? Or maybe they don't check at all?
I understand that you are a citizen of Russia, however please note that
this is not an issue, once you are living in Latvia and have a Latvian
address you will be able to have an account in this country.

In bearded times, I verified a Lithuanian paypal account using a Belarusian passport to the maximum. I have never been to Lithuania. I still use it.
As an analogue of paypal, use:
