How to buy expensive equipment on ebay?

The company needs to buy some expensive foreign-made measuring equipment. New in Russia is too expensive for the company. The possibility of buying a used one abroad is being considered. We are talking about used equipment worth 3-8 thousand dollars on ebay.
Accordingly, the question is how to buy correctly so that customs clearance is easier and cheaper. The customs office is confused by the uncertainty of the customs value for non-new equipment - as I understand it, the customs office may well ignore the invoice and assign a cost according to the catalog. With such a fee, the whole idea will become irrelevant.
If you bring it yourself, can you just put it in a suitcase (a device the size of a toaster) and go to the green corridor upon arrival? What does it mean (really)? I heard that used ones can be transported somehow differently than new ones, and it’s cheaper to customs?
Or advise an experienced broker who, for a reasonable fee, will help with this issue.
And the second question - if you buy from ebay for such an impressive amount, PayPal is probably no longer good? I'm not sure that the bank will miss such a transaction, and even abroad. How is it usually done?

Carried radio. equipment (2 bricks in size, 1 on the other) several pieces. In an ordinary suitcase, on regular flights from America and Canada, from Sweden and China. Cost of rev. comparable. There was an overweight (suitcase ~ 27-28kg), they didn’t even take money. And Customs did not care for it. (Everything is as usual, the suitcase was seen through at airports)
