Payment processing for cards with min. commission?

Hello.
Please suggest a verified payment processor for credit cards with the following requirements:

• no commission for an attempt (attempt) to make a transaction, regardless of whether it is successful or not
  
• loyalty, i.e. if a complaint about a fraudulent payment comes in, there should be some time for a reaction, not an instant chargeback
  
• chargeback fee - please specify in the comments
  
• commission for a successful transaction on VISA / MC is not more than 3%.
