Paying Google Developer - Do I need to use a dollar card?

I need to pay a registration fee of 25 usd in Google Play Developer. Both of my physical cards with ruble accounts did not fit. Do I need to get a card with a dollar account? Nowhere did I find information about whether the card account can be in rubles or it must be in dollars.

If you have a Visa / MasterCard card, then you need to enable the option to pay abroad and activate the 3d secure function. Detailed information can be obtained from the technical support of your Bank.

I paid with a Visa card in Belarusian rubles, the conversion was automatic, there were no problems. It is better to call the bank and consult on this issue.
