I can't bind an American number from ipkall to google voice?

Greetings.
I needed an American number (for registration in one American store). I decided to do according to a wonderful article .
Number in ipkall received, the call goes to sipnet.
But the google voice interface is absolutely not the same as in the screenshots in the article (yes, it has become more modern like in gmail), i.e. I can't find the item to link the number to the account. Perhaps this is due to the fact that I come from a Russian ip.
I select the item “Getting a google voice number” - “I want to use my mobile number” - then I enter an American number in the input field - a connection error.
If anyone has recently dealt with this topic - tell me, please.
