Parsing questions from LPIC certification or parsing specific tasks (Asterisk, Apache / Nginx, VPN) for learning Linux?

Or combine? Who thinks about this?

To answer the question, you need to clearly understand your level of knowledge and experience with Linux.
When preparing for the LPIC (if the goal is not just passing the exam), it is really better to combine the study of both questions from the certification itself and solving specific problems.
LPIC has several levels, and if we talk about the first, then in addition to practice, you also need to familiarize yourself with the relevant literature and materials available on the network.
For example, in Kirill Semaev's video, the author describes all the main issues in sufficient detail:

Combine. The more practice the better.
