Panel/tray for Gnome?

The standard Window List of the third dwarf (at the bottom of the screen) is just terrible: you can't even change the order of the windows.
I tried Docky, but there are things that I don't like about it. Too few settings.
For example, you can't add labels to icons or ungroup icons.
I tried Cairo, it has a lot of settings, but usability is at zero.
I want something more convenient and customizable, at least a very small level of standard functionality in Windows is enough.
I'm not going to use another DE.

There are Dash to panel and Dash To Dock extensions. Takes just a dock with favorites and makes a dock or a panel out of it. Icon captions on hover. Dash To Panel generally gives a panel very similar to the modern Windows panel. Check out their settings. I'm fine with it, but it's all personal. I also put topicons plus so that the task bar moves from the lower left corner to the top panel. IMHO, but I like the win or super button to quickly see all the windows on the table and scroll the tables with the mouse than these classic window lists.
