We have an affiliate program in which we allow our partners to create their own sites through the constructor. To do this, we constantly make skins of the same site. There are two designers on staff, but the problem is that they have already run out of ideas and everything turns out either terrible or similar to the previous options. Hiring someone else is expensive, and it will end the same way.
I know great serviceblog design. There the idea is this: you pay from $499 to $1099 and get from ~17 to ~40 designs from different designers. At the same time, you can determine the “level” of designers who have access to your task. For each option, designers get a penny from your budget, then you have to choose the best 3 and they get the main fee accordingly. The service offers a rating system, when you rate each received design - this forms the "level" of the designer. The higher the “level” of the designers you request, the fewer design options you get (because the obligatory penny from the budget of cool designers is higher). All in all, a smart system to get nice layouts for about $50. Most importantly, completely different styles and directions.
Here, in fact, the question is - is there such a thing just for website designs? Or did I just formulate the idea of ​​a startup?

I'm certainly not a designer, but the above service shows the design at the level of free themes in WP, which, by the way, regularly flicker in the form of "custom design" on some sites.
