How to draw a layout for the location of blocks on the site?
I draw the layout of the layout of the blocks on the site. Used Pencil, but it is not very convenient.
I want something in between a diagram / block editor and a graphical editor. (I would like to work not just with rectangles, but also with pieces of the old design and elements of a live site so that it would be closer to the layout). The main requirement is to conveniently move blocks, change their sizes, make inscriptions on blocks not only in the form of a block name, but be able to move text, change font, etc., for example, to immediately register menu items. Well, adding pictures to the block, for example, to hang the logo immediately instead of the inscription "logo".
I saw that there were already such questions, but for a long time and most of the offers turned out to be online services. It would be more convenient to use the application under Win, or if it’s a service, then at least with a free trial period, there are hardly any good ones at all, but before paying, it would be nice to choose something really convenient.

I recommend Adobe Fireworks, convenient object scaling. Easy selection, grouping/ungrouping of layers. Grid, lines. Ability to work with raster graphics (insert elements of the old design). I use it for prototyping websites.
Balsamiq mockups. You can insert any pictures as elements.
