package.json update?

Guys help already broke his head. Decided to update packages package.json file to new versions.
And then the error
Unhandled rejection Error: EPERM: operation not permitted, open 'W:\domains\UGG.loc\package.json'
got out And this line
"scripts" appeared in the file itself: {
"test": "echo \"Error : no test specified\" && exit 1"
},
Maybe someone came across how to solve it?
