Package control in Sublime Text 3 not triggered by ctrl+shift+p?

I installed st3 on a clean Windows 8.1, then I installed package control, as indicated on the site. The standard key combination does not start, only through the menu. Before that, I worked with st3, there were no problems. Has anyone experienced this? Maybe he needs a separate python?

Install the Find Key Conflicts package and check for conflicts.
If anything, all shortcuts are in the Key Bindings - Default. You can force reassignment in the Key Bindings - User. Both files are available from the Preferences menu.
