Own server or rent?

We opened our office, there will be 10-13 people in one office, in the future two accountants will move, they will work in 1c, each has its own database, you need a local network and Internet access, there will be your own programmer to write the site and he will also service the equipment, later he will come to us, we think that it is cheaper or better to rent or still have your own server for 15 people maximum, how much will your server cost? We read that rent is also not good. And the purchase of a server was calculated for us almost from 200 to 300 thousand (expensive).
For boos, the bases will be placed only on their computers with their bases, the consultant will be for everyone, i.e. we will install it on the server and everyone will be able to use it, we want to regulate access rights to certain folders and programs, regulate Internet traffic for users, and we need a common storage between all computers. Economists will also have their own program, which will be used as a consultant from the server.
Just tell us how much the server will cost us for these tasks.

In fact, you need one server and one router. File server, and a router for Internet distribution. As a server, I strongly recommend something like tinyurl.com/j665ara
This is a good piece of hardware, with remote control and all that, with a basket of 4 disks and the ability to pick up another one inside (for installing the system, for example). As a system, you can put FreeNAS, for example.
Router - you can use some kind of Mikrotik, even a household RB750. Well, or if you really want to tinker - any computer with two setevushki and installed on Board FreeBSD/Linux.
