OS won't start. It gives an error when loading, what should I do?

I have an HP Pavilion laptop (this one https://support.hp.com/en-us/product/hp-pavilion-1... ).

I used the "reset your computer" feature in recovery.
The download was sooooo long and I crashed at 44% (I thought it was stuck)...
In the end, after that, it didn't want to start Windows at all. I decided to install another Windows from a USB flash drive (I formatted the disks along the way). Installed, everything is ok, but everything is the same. Does not want to load the OS from the word AT ALL!

There is nothing further than this. As a result, endless reboots.

Check the status of HDD and RAM
Boot into a live-cd and see what's going on there
Poke around the BIOS for legacy, security boot and other favorite HP tools to complicate the reinstallation of windows

If all partitions are formatted, including the recovery partition, then you will not be able to perform the operation with the regular recovery procedure. I would demolish all partitions in general and install Windows again. The disk does not need to be pre-partitioned, let the installer do it himself. But before that, you need to check the BIOS, as advised above. Probably this is the reason.

The question is, what kind of Windows do you put on it? if win 7 - then it is not supported by this laptop.
