OS boot selection in Ubuntu?

Good afternoon. There are two disks. One small SSD is running Ubuntu. The second large HDD is empty.
Two questions:
1. Is it possible to interact with the second disk from Ubuntu? For example, throw files there? If so, how?
2. If you put Windows on the second disk, is it possible to make it so that there is an OS selection menu at boot? Or just select different disks from the BIOS each time?

1) Yes, Ubuntu can mount disks with NTFS file system.
2) Yes, Grub can detect and boot Windows installed on another physical drive.
You may need to run the update-grub command to do this to rescan all connected drives and generate a boot menu. It may also be necessary to set the necessary timeout in /etc/default/drub before this, so that the selection window appears for a few seconds, and Ubuntu does not immediately boot.
