Organizing a Wi-Ai HotSpot for visitors?

Good day.
The management wants to provide shoppers with free Wi-Fi. But the question arose not so much technical as organizational.
Is a license required for telematics services?
Is frequency registration required?
How is it with the fact that someone is abusing the Internet for bad purposes? SMTP / SSH will be clear, but if someone connected and, for example, wrote a bad letter to Putin or committed some other sabotage - people in uniform will come and say - come here and on what basis do you distribute access and hand over logs, who then and then - something sat.

Another thing is that it will be necessary to set up filtering so that “children” cannot enter “forbidden” sites. I implemented using SkyDNS www.skydns.ru/wifi , but there are many solutions. From the equipment I used mikrotik (there is built-in support for mesh, hotspot, there are external billings).
