The task is as follows: there are 40 gigabytes of music in MP3 format, you need to bring all the files to the standard form <Artist> - <Song name> and put them in folders by artist name, fix almost all files encoding ID3 tags, for those songs where they are not in general, identify and add, add covers.
I know that programs like this are googled, but not all work well, after trying a few, I'm afraid that further experiments will be fatal for my songs. So, habrasobshchestvo, can anyone come across a similar problem and can suggest an exactly working solution?

Part of the actions can foobar2000 with plugins. Actions are performed by selecting the desired tracks by calling the context menu.
"Tagging \ Fix Metadata Charset ..." - fix tag encoding ( Chacon plugin ).
"Tagging \ MP3 tag types..." — record IDv1, IDv2, APE tags.
"File Operations \ Rename to..." - rename files according to the rule (for example, "%artist% - %title%").
“Utilities \ Fix VBR MP3 header...” - some songs can be played without problems and display the name on a PC, but may not be recognized or display the name incorrectly on the phone (I met with Russian letters). This thing fixes that. It is better to do this for all songs at once than to look for a problem later.

MediaMonkey used to be pretty good at keeping collections in order.
And now, living under linux, I use easytag, but it is still less convenient in terms of automation.
