Organization of a wifi network for 5-7 kilometers in the city

Hello!

I need to connect a private house to the Internet. Unfortunately, wired providers do not connect private houses in my city. I came to the decision to organize a wifi network with my relatives' city apartment.

Distance from house to house is about 5 km. There is no direct visibility, several high-rise buildings interfere.

I read that there are craftsmen who create similar networks over much longer distances. Interested in AirMAX technology.

1. What equipment should be used to solve this problem (budget up to $1,000)?

2. How do I point devices or antennas at each other on my own? Or is it not required?

3. Interested in the legislative side of the issue (I live in Russia). What and where should be registered? And is it necessary? :)

Without direct line of sight, it is unlikely that something will work out. There is no visibility from a private house to a window / balcony or completely to the whole house, is it possible to hang an antenna on the roof?

If it helps, it was discussed just now:

Find the nearest house with Internet access and arrange with someone in it. Perhaps it will turn out not 5 km, but 100 m, which can already be stretched with an ordinary cable.

1) More budget.
2) With your hands, turn the antennas on both sides and see the signal level more or less.
3) Legislation does not allow individuals to use radio frequencies for Wi-Fi and other things.
