Ordering a payoneer card directly or through an exchange?

I decided to try to work on the freelancer.com and upwork.com exchanges, and withdraw money through a payoneer card.
This card can be issued both directly and through the website of the exchanges, both one and the other.
(i.e. freelancer.com and upwork.com)
Who knows, tell me .. Is there any difference through whom to issue? Are there any discounts or additional fees depending on who you issue the card through?

And I have such a question, and if I register by ref. a link from a person who has a card, ordered through the exchange. Will I get a standard card or an exchange card?

There is definitely a difference in the commission for withdrawing from ATMs.
Something like 2.40 if ordered through the exchange vs 3.15 if directly. I won't tell you about the rest, I'm not a specialist.

Withdrawal in rubles is standard - 3%, in dollars - 1.8%.
Ideally, as I understand it, order Revolut as well. And transfer money from Payoneer directly to it.
Because it is considered as an electronic payment and the percentage will be only 1.8% without a fixed commission.
There was information that someone can transfer to Revolut without interest at all, and it depends on the card (that is, probably on the Partner).
So it is very interesting, what kind of partner provides interest-free payments to England? (Revolut is the English system).
