Order design or development first?

Hello.
Please tell me what is the right thing to do:
1) First, order the development of a site with a crooked layout for clarity, and then order the designer to order a beautiful design for all this? (I tend to this option)
or
2) First order a design, and then order development on it?

It is easier to drive a layout designer and a programmer into the framework of a design solution than to force a designer to draw on a finished site. All the same, you may have to redo a bunch of little things that will only increase the development time and create a bunch of hemorrhoids for everyone.
