Oracle ESSO - what is Recovery for in the Logon Manager agent settings?

I ran into such a problem - I don’t understand why the Recovery section is needed in the agent settings. If you put Passphrase, then the user answers the security question. What is this answer for? There were suggestions that after changing the password, you need to enter the answer, but no. There is no detailed description in the documentation.
