Oracle AQ: options for reading a queue?

Good afternoon.
There is a table of queues in Oracle (queue_table), which records in large quantities.
The first thing that comes to mind is to add a subscriber to the table that will dequeue each record. But it's too costly. You can run a job that will read an array (dequeue_array) of records once a minute. But the job is also not the best solution.
What other options could there be for reading the queue?

To launch necessary processing on the trigger on on this table?
In my opinion, all other options involve the use of some third-party entity (job, external service, etc.).
