Optical link periodically disappears?

Good day everyone.
I was completely desperate to solve the problem of a periodically falling off link.
The story is as follows:
We bought 2 servers on amd epyc rome. Separately bought in addition to each network card Intel X722-DA2. Installed win2019. 3 ports look from server 1 to server 2 and one port from each server to the switch. I noticed an unpleasant thing, with some frequency the links on random ports fall off, but after a reboot with turning off the "outlet" the links are restored. If several times to turn on and off the links continue to fall off, everything happens unpredictably. Drivers first from the OS itself, then from the Intel site, the situation has not changed.
At first I sinned on dac cables, changed to optical ones, the situation is the same. They took it to a service center, they said that they changed the cards, although there is certainly a question here. In vain, I did not save the port poppies ... maybe they just said that they changed it. It is curious that after the replacement of the card (as stated in the service center), the names of the connections remained the same, but maybe it should be so, I'm not sure ...
In general, they changed everything that was possible, but the situation did not change .. I recorded a video with the moment when the port is pissed off. I'm not a networker, can someone tell me what's going on?
