Opera doesn't set cookies on ip addresses

Opera does not set cookies on ip addresses.

If I give in the request,
Set-Cookie: TestCookie=qwe; expires=Mon, 05-Dec-2011 15:54:52 GMT; path=/admin/; domain=127.0.0.1
then the cookie is not tritely set.
Replacing 127.0.0.1 with localhost changes things.

The network is full of messages confirming the problem, but I could not find a single solution.
How to take away this craft of the gloomy genius? Or at least understand the meaning of this restriction.

Ok, got into the RFC:
The domain parameter takes values ​​from the FQDN.

Opera sets cookies on ip addresses, it doesn't set cookies specifically on 127.0.0.1. And she's not alone.
