OpenVPN + noip.com, behind a gray ip?

Is it possible to set up a vpn server behind a gray ip using noip.com + openvpn as ddns?
OC Win7,
RTK provider,
tp link wr841n router,
I need a route from iota to Japan, since all traffic goes through Moscow (from mobile operators), I have to connect to RTK, they have a local area with Japan, who will help?
