Openvpn - low speed, what to do?

openvpn - low speed, 1/4-1/2 physical link. server-redhat, client-winxp. speed right now 10Mbps, channel 50Mbps.
playing with buffers gave these same 10Mbps, before it did not rise above 4-5Mbps.
advise what to do?

The problem is related to the performance of the equipment that holds the channel. For almost any type of VPN, the bandwidth is always several times less than the physical bandwidth due to the large overhead for encryption and encapsulation. Empirically, VPN bandwidth is assumed to be between 10% and 20% of the total bandwidth.
Read the parameters of Cisco routers, for example. There, a separate line gives the IPSec bandwidth, which gives an understanding of the essence of bandwidth degradation.

First, look at the load on the client and on the server. Most likely there are not enough resources, perhaps the processor is weak
Well, or see what protocol is used. If it's TCP, then change it to UDP. It will become noticeably faster. But if the connection is bad, then it is better to leave it as it is.

the equipment is not loaded, it can be clearly seen!
is this not related to the 10Mbps win-driver-tar limit?
