Openvpn how to enable only for one user?

Hello everyone, it's windows server 2012, 2 users, 1st admin.
The admin turns on openvpn and starts changing the ip for the 2nd user (both users work simultaneously)
How to make it work only for the admin, and the user had a regular ip?

The program installs a network interface and changes the computer's routing rules - it doesn't matter what users are on the computer and who uses what.
