OpenVPN duplicate clients appear in ipp.txt file after server restart, what caused this?

actually the following happened, clients with different addresses were duplicated in the ipp.txt file, for example:
client1,10.8.5.5
client2,10.8.5.6
client1,10.8.5.8

This is possible if several clients use the same key at the same time.
