Opencart2.3 Access Denied. How to fix?

Everywhere there are accesses, except for the modifiers tab. I click to update the cache or clear, disable the modifier, any action throws out Access is denied. Did a rollback of the site almost to the drain anyway access is denied. Checkboxes in user groups are everywhere (disabled / enabled) does not help. registered permision for the administrator in a database did not help.
