How (in which of the CMS) to implement the Double Cart of the Online Store?

When creating an online store, I faced an unsolvable task: Implement a
double basket
As in the Screenshot:

To fulfill orders using two different algorithms:
1. To send the purchased *pdf to e-mail.
2. For traditional checkout (Delivery type-Address-Payment-Shipping)

The requirement for the basket is decisive when choosing a CMS platform.
After getting acquainted with the characteristics of various (free, not complicated and having an active Russian community) CMS, I chose OpenCart. BUT, unfortunately, I did not find a module that performs such a task on OpenCart.
I would be grateful for any comments and advice.

How would I do so as not to confuse anyone.
No double baskets.
If there are "material goods" in the basket, then we request delivery data.
If informational goods, but we request email.
If both, then we request all the data.
I will not suggest ready-made modules.

For electronic goods (patterns):
1. Catalog - Downloads: upload files with patterns and customize them
2. In the desired products on the "Data" tab: Requires delivery = no, tab "Links": fill in the downloads for the product
Pdfs will become available buyer after payment.
