CMS for a website/agency of a consulting orientation in terms of SEO?

Greetings to all those who are not indifferent!
I ask for advice for a site with the following data.
Content of the site: an abundance of articles on the subject + information about the services of the agency.
Requirement: CMS for the most flexible SEO settings through the control panel. So that SEO can be done by the content editor, without diving into the code/markup/down. (Let's leave out how well the editor understands SEO itself).
Interested in a product that fits the described goals well and provides some margin of flexibility in terms of SEO and content administration/editing.
Since the payback of this project is in question, the monetary costs of creating the site will be calculated according to the principle "as much as you need, but as little as possible ".
Therefore, considering all of the above, please advise what type of CMS to pay attention to?

In my opinion, Wordpress is an ideal option for websites of companies that provide services. Now there are many both paid and free plugins that simplify the work of content managers. Among them are the well-known Seo Yast, Elementor for easy editing of design and layout of articles, a plugin for optimizing TinyPNG photo, etc.

WordPress can be called a normal CMS for SEO, with its normal setup it is very easy to achieve good performance from the side of technical optimization, as well as install tools for administering titles, descriptions, etc. It is easy to enable caching. I will not argue, but in my opinion, WordPress is suitable for the role of a corporate site or a small catalog site (freely, up to 3-4 thousand products or services).

The most common CMS will do the job for you. But it is better to take something proven. WordPress, ModX. Basic training will pass, at some point it will learn from meta tags and text and go ahead. Therefore, you can take Bitrix Start with a license for 3000 rubles. Update it once a year and live in peace.

We use WordPress and All in One SEO. Our site is made on Elementor, this is for those who are not particularly friendly with technology and advanced codes and scripts.
