I can say that I don’t have much experience in creating themes on OpenCart and Woocommerce, but as I understand under OpenCart, most of the modules are paid, and WordPress is simpler and the admin panel is better,

Personally, due to the lack of need, I didn’t have to pick opencart’s code, but it’s very annoying that some kind of Sberbank acquiring is there in the form of a paid module (it was a long time ago, maybe something has changed). As far as I remember, MVC is used for the template there, in general, a useful thing at times. As an advantage of opencart, I can only note the fact that it is still a CMS specifically for a store, unlike Wordpress, which has much more advanced functionality, which, however, may not be used, and resources will go away.
I myself work with Woocommerce for several reasons:
1. The insides of any template are quite conveniently made, which allows you to edit everything very quickly. Getting to some order form template when placing a product is easy, sometimes there were difficulties in opencart.
2. The presence of a bunch of ready-made modules up to integration with 1s Enterprise. Very comfortably.
3. The same payments by credit cards (which, here is a plus, almost out of the box for opencart) can be implemented using Yandex.Checkout.
4. Realistically, no serious programming skills are required to deploy your INDIVIDUAL store. All you have to do is find the right plugins.
5. The ability to work with woocommerce hooks is sometimes extremely useful.
6. As a rule, any problem that you have has already been solved for a long time, because the community, as it seems to me, is larger in wokomers than in opencart.
PS I want to note that this is just my opinion. There was little experience with opencart, I tried to describe everything that I managed to see during this experience.

WooCommerce holds about 30% of the ecommerce market. And it's #1 in the world. If there are no other reasons, it is always better to choose leaders.
The choice of other platforms is possible due to the presence of a team that, for example, is only OpenCart.
Or some very loaded resource where you need a thin game with the database. Usually these are budgets from 10 million rubles and more.
If the budget is not large, then Woo is quite an adequate solution. Market leader. Flexibility allows you to solve any problems if the team has experienced specialists or those who can understand the API and read the docks.
Plus, now Woo has taken a course on their tables in the database. And this means that in the near future, even very loaded resources here will be as good as in frameworks.
