the standard template creates a menu in the controller file
catalog/controller/common/menu.php
then displays it in view
catalog/view/template/common/menu.twig
but you have a non-standard one, you need to look in ITS
view folder how the layout is built, then in the controller
add your items to the $data array.
and view will draw them according to the template.
You may also need to correct the view , for example, it is not designed for two drop-downs.
Well, there is also an option that you can add in the admin, but it depends on the authors of the template.
