OpenCart 3 does not see the HTML of the new theme. Why?

Created a directory anthologous to the standard Open Cart 3 template
Copied header.twig and style files into it
Edited header.twig, added the path to the new style file and slightly edited html
Selected a new template in the system settings (in "Modules/Extensions > Theme")
OpenCart sees template, in the inspector I see that the style file is connected correctly (it means that it sees changes), but what I write in HTML on the page and in the inspector does not change in any way ...
In the admin panel
System> Settings> General I still have why "Main theme" "
How to fix it?
