open_basedir error when installing plugin?

Please tell me how to fix the error when installing the plugin for integration with 1C opencart2-exchange1c on opencart 3.0.2, php 5.6.31

corrected the /etc/php.ini file (the path to this file is specified in phpinfo()), uncommented the line open_basedir = / and rebooted the server, but the error still exists.
P.S. this plugin will generally work on 3 versions of opencart, otherwise in the info about the plugin only support for 2 versions is declared?

On the second, such an error occurs when the ioncube loader is not installed
