The bottom line is this: in a standard way, js code is embedded on the page (like Google Analytics), there is a function that receives messages from the server. As a visitor performs some actions on the site, information about these actions is sent to the server, where it is analyzed and sent back to you on the site indicating the type of visitor model.
For example, it could just be a person who is looking for information, or a person who studies the reviews on your site in detail, or a potential buyer who is still hesitant. Such different models. In addition to standard models, you can create your own models with your own criteria by which the visitor will relate to them.
Thus, having received a model corresponding to his behavior based on the analysis of a person’s actions, you can instantly react and do something.
For example, if this is a hesitant customer, offer him a discount coupon that is valid for 1 hour. If this is a person who compares something there, then throw him a couple of blocks with additional information (which does not load ordinary visitors). If a person just reads diagonally or is looking for something, offer him a special advanced search form or instant feedback, etc.

It is extremely difficult to do what you offer qualitatively. As a result, those who understand this will not pay attention to your project. Those who do not understand this will try, they will see that it does not give them anything, and they will leave.
How are you going to solve this problem? After all, most sites are unique to one degree or another. For example, take the issuance of a search engine, an online store and a company website where you can place an order. Fundamentally different user behavior. Moreover, take an online store with stationery and consumer electronics, again different user behavior. As a result, at best, your service will work correctly on one type of site and completely incorrectly on another.
About the fact that the user will be able to create his own behavior model, the idea is interesting, but then again. If a person thinks about it at all and the model is quite complex, then this may make sense, but whether he wants to give you statistics from his site is a big question, and if the model is simple, then the site owner implements it on his own and he will not need you .
PS well, there is a cold start problem. Those. in order for the system to start working more or less well even on a strictly defined type of site, a large number of logs is needed. And these logs still need to be received.

Your idea is not bad, but if you do what you wrote in your question, I'm afraid it will require a huge amount of resources, and the result will not be clear (for the reasons that I described above). But as a kind of simple way to add business rules in a visual editor for interactive user interaction (if I understood your idea in the article correctly), your system will be very useful and in demand for novice webmasters.
