Somehow I met a project to which you can send the user, there on the page it will be written to him whether cookies, javascript and headers are enabled. And he will be able to send me this info with a static link for analysis.

Can't you check yourself? It's not difficult:
1. Cookie is written, recorded record is read? Cookies enabled
2. Is JS running? JS included.
3. All headers are transmitted by the browser up to one to the server, you can check everything you need in one cycle.
