On what to write a banking product? Bitrix or Laravel?

Good afternoon!
The task is to write a product for the bank.
Brief description:
- content pages
- company
details - personal account with personal data, files, the ability to sign an agreement inside the account, depositing money and integrating with the bank's api, communication with the LC
support companies, low cost of outsourced development in the first couple.
I did a research, many banks use Bitrix, but I understand that this is purely for the frontend, and the backend is not on it.
Tell me, what is the best way to do it? Bitrix or Laravel?

It is easier to make a business card on Bitrix, and then a manager from the bank will be able to fill it with content, without additional admin panels.
But there is no point in doing an office on Bitrix.

Banking applications are primarily security - therefore Java.

Split into two resources:

1. You can do this on anything:
   
   • content pages
     
   • company's news
     
   This is not a business of criticism, at least on Bitrix, at least on drupal.
   
2. But this "personal account with personal data" needs to be done on microservices + SSO. In this case, the technology stack is wider: Go, Nodejs, Java, PHP
