On what to write a 3D designer?

What is now more convenient to write a service so that it does not ask users for any plug-ins and works with 3D on all platforms?
Was earlier in 3D on silverlight but due to the need for a plugin 60% of failures.

we already wrote on silverlight, everything worked fine (we thought there would be support in new browsers)
But due to the need to download the plugin, more than 60% of users fell off
Therefore, silverlight is in the past.
But everything worked great!

Maybe it's still worth looking in the direction of the flush? It seems to be more common than WebGL so far.
