On what to lay out the site?

A friend asked me to make him a business card website for repair services and gave me the full right to choose (on what, how, design).
What is the best way to make it: make it with pens or make it on Tilde? And what is better in terms of promoting a site in Google?

If you ask a question on what to typeset, then you have no experience.
Your best bet would be CSS+bootstrap+cms and all handles. Without newfangled cool frameworks
