On what to build the simplest iframe application?

Set out to build a simple iframe application. Functionality - launching a specific URL by clicking on a shortcut on the desktop without the ability to go to another site. I started to study adobe air, but there is no manual on how to make such an application. I twisted it for a couple of days and abandoned it - I only managed to open the site inside the window, but the forms do not work.
