On what software/service is it most convenient to make a catalog?

Hello. I am making a product catalog for a company. The catalog changes frequently (at least once a month). I tried it on Excel, but there, when you delete old rows, the pictures come together and you have to correct everything every time.

Is there any (preferably free) software / service (preferably with a cloud or integration of your server), which could easily and easily create a catalog, modify it (without unnecessary troubles, adjustments and edits) and convert to * .pdf *.xls?

I have not found a better electronic order . I use it for my online store. I am loading a catalog from different vendors with different xls files.
