On what gadget to test the layout for windows mobile/windows phone?

You need an ideal gadget for testing (i.e. the correct operation of the site on this gadget should ideally guarantee correct operation on all gadgets).
The wording in TK "the adaptive design of the platform allows you to use it on any mobile device running windows." Here we need a gadget that is optimal for testing in order for this formulation to be fulfilled. Please advise. Never used one myself.

Windows Mobile is such a rare monster like ie5 or windows 98.
A couple of recent versions of IE, 11 for sure, contain the ability to have fun browsing the right site at the right screen resolution emulating all sorts of gadgets.
You can also install VS 12/13 with a WP emulator and run sites there, but this is for powerful machines and requires tricky skills.
For "hardware" testing - you can take the younger model Lumia for 200 bucks on WP8. But in WP, too, there is already a zoo of screen resolutions.
