I do not agree with Nwton that this should be done on wp, although there are signs of wp on this site according to https://2ip.ru/cms . A rather unusual structure, a lot of non-standard things, so it's better to write a separate cms for this on any popular framework. On wp, you will have to do a lot of crutches, and all the same, the 21st century is in the yard.
