Tell me how to add a subscription form in 1s-Bitrix to a page with news or a promotion.
I understand that somewhere in the admin panel you need to create this form and then insert the code on the page.
And make a mailing template.
Where can I find it in the admin panel?

If your license supports the Mailings module: you can use the standard component or install it from the marketplace.
Put it behind the news output template.
If you do not have the Mailings module: write leads to the infoblock, then use a third-party service or in Bitrix to create materials for mailings again using infoblocks.

Making video news - can be considered as a general case of connecting components inside the news.
It is advisable for you to use the bitrix:iblock.element.add.form component or the standard bitrix:main.feedback feedback form.
