On-line viewing of video from ip-cameras?

There is a task to organize viewing and recording of the video stream on the site on demand from ip-cameras (D-link DCS-2102). The camera gives mjpg, mp4ts, asf-mp4 streams. Because there are more than a dozen cameras, continuous broadcasting will not work. Watching video from the camera directly is not suitable, because the Internet channel of the camera is not rubber. If anyone has any ideas or has experienced this problem, please help.
