Old steering wheel, game port to usb?
There is an old genius speed wheel formula steering wheel, working.
The question is, can it be connected (and configured) through standard gameport-usb adapters (what's inside them? who used it?), for example:
www.ebay.com/itm/New-USB-to-15pin-Gameport-Adapter-for -PC-USB-2-0-or-PS3-Racing-Wheel-Joystick-/251351036167?pt=UK_Video_Games_Cables_and_Adaptors&hash=item3a85b07107
Or it would be more reliable to buy some kind of Atmega-type MK and write firmware for USB HID. And here and there the question is with the calibration of this whole thing and with compatibility with Win7 (ubuntu?).

You have a very bad steering wheel. No force feedback and 160 degree angle. Riding a gamepad is even more fun than such a steering wheel.
Playing normal races on such a steering wheel is like playing an online shooter exclusively on the keyboard.
I advise you to take a closer look at the Logitech DrivingForce GT (the cheapest steering wheel out of the normal ones, you can buy it for a penny).

might help. but I would throw it away.
or put the cheapest PCI-zvukovuhu with such a port in the computer.
Or it will be more reliable to buy some kind of Atmega-type MK and write firmware for USB HID.It's cheaper to buy a new one then.
The correct answer is arduino pro micro (atmega32u4) on which to fill in mmjoy (google) and hang any compatible hall sensor. Ideal - tle5011. Schemes, descriptions - everything is in mmjoy. Get a very accurate (minus the backlash of the mechanics itself) steering wheel working via usb.
