Often began to receive Netscan Abuses from Hetzner. Although these are my connections to the proxy. How to solve the problem?

Hello. With the increase in the load on my API, I began to receive such letters from Hetzner often

##########################################################################
#               Netscan detected from host  178.32.***.***               #
##########################################################################

time                protocol src_ip src_port          dest_ip dest_port
---------------------------------------------------------------------------
Mon May 27 00:11:18 2013 TCP  178.32.***.*** 80    =>   78.46.119.133 1234

I unsubscribed that these calls I have are calls to proxy servers. which I rent in the amount of 1000 pieces and often connect to them randomly. Answers were accepted, but soon they sent new abuses, giving a new deadline for solving the problem.
But after some time they still blocked the server. This has happened before in December. There I wrote about the fact that I use rented proxies for work, and there is no way to turn it off - and then they quickly unblocked it .
Now the situation is repeating itself. But I don't know what to do anymore. Who can help solve the problem?
Or is it useless, they will constantly "catch" such a large number of connections and block?
Is it easier to change host?
