Office365 Azure AD Connect does not create mailboxes. What to do?

THERE IS NO MAIL AND NO. Those. there is nothing to import, migrate and clean up.
Created a test subscription to Office365. We are planning to buy a subscription.
Local AD new, users of 5 pieces. There is no post office and never was.
DNS records have been configured in the Office 365 personal account and in the registrar personal account. They pass the test.
Set up synchronization of on-premises AD with Azure Active Directory using Azure AD Connect. Local AD users appeared in the Office365 LC.
Assigned a Microsoft 365 F1 license to one of the users. After that, the user can enter the Office365 personal account through a browser, but cannot enter the mail. Also, the mail client cannot be configured. In the Office365 admin control panel, this user has a status in the settings on the “Mail” tab - The mailbox for this user is being prepared. And it's been days.
There is also an Exchange control panel in the Office365 LC. The "Mailboxes" section is empty, and the create button is not active.
What should I do to start using mail?
