How to choose an Internet wallet for withdrawing money to a PrivatBank card?

I have been working for oDesk in Ukraine for two years. By experience:
1. Skrill - used until last summer. Can suddenly convert a private account to a business (I received an email saying “Because you are using your Skrill account for commercial purposes, the account is currently considered a business (commercial) and therefore subject to our commercial fees from now on”), and will start take more commission.
Withdrawing from Skrill to a Visa card of Privatbank through Visa processing (also tried with Delta Bank) does not work, you need to use SWIFT payments. They go up to three business days (withdrawal on Friday may come on Wednesday). Plus, Skrill may forget to indicate the purpose of the payment, then you will have to go to the central branch of PrivatBank and write a statement about the non-commercial origin of this money (I went myself, no one in the branch knew anything, I had to call Dnepropetrovsk, they dictated from there).
2. Wire Transfer - a little expensive, ($30) only if you do not immediately withdraw a thousand dollars, then it's fine.
3. Payoneer - I use it now.
Of the benefits: a normal commission (although it is unprofitable to withdraw small things), the availability of money within an hour after a request from oDesk, Mastercard exchange rates, judging by the reviews, are quite profitable, you can pay in stores, the ability to withdraw via SWIFT to your bank account, which for some reason that passes faster (to me came day-to-day).
Cons: withdrawing small amounts is unprofitable (withdrawal fee, not interest, is $3.15), account opening fee is $13, and annual maintenance fee is $30, no chip, if you lose, you have to wait a month until a new one arrives, or pay 60 dollars for DHL shipping.
Payments for opening and maintenance are removed when funds are credited to the card.
