Well look at Gizmos.
maybe some new checkmark appeared there for 2018.2)
or maybe they just removed the CONES on the arrows. Well, nothing prevents you from grabbing and moving by the "line" as before

Press Y, then even the rotation axes will appear along with the arrows, and R to resize along the axes, T to remove (any of the 2 previous ones).
